Student Commits Suicide By Jumping From University Building In Phagwara

PHAGWARA: A 23-year-old student of a private university in Phagwara-Jalandhar National Highway 1 allegedly committed suicide by jumping from the seventh floor of a building in the college premises, police said today.

The dead was identified as Vishal Bhardwaj, a resident of Balabhgarh in the Faridabad district of Haryana. He was living at a rented accommodation here, Assistant Sub-Inspector (ASI) Pargat Singh said.

Vishal was a final year student of Fine Arts in Lovely Professional University(LPU), Chaheru, eight kilometres from here on the Phagwara-Jalandhar National Highway 1.

He was rushed to a private hospital where doctors declared him brought dead, the ASI said.

The reason behind the suicide could not be ascertained, he said, adding the body was sent to Civil hospital for post-mortem.

Chandigarh’s 1st flyover project to get short, said Union Ministery

The Union minister for road transport and highways has raised some objections in Chandigarh’s 1st flyover project. He asked the officers in the city to bring down its length from 6.5 km to 1.5 km and also to cut the cost from Rs 800 crore to Rs 250 crore.

Nitin Gadkari, Union minister had held a meeting with the Chandigarh administration Officers in Delhi last week, where Kirron Kher, Lok Sabha member was also present in the meeting.

With Chandigarh tasked with reworking the design and submitting a fresh proposal, the project is set to be delayed by at least a month. The work was earlier planned to begin in December this year and be completed in two years thereafter.

The project was introduced to ease the traffic flow on the Dakshin Marg, especially at the Tribune roundabout. Around 1.43 lakh vehicles crosses from there daily.

What all has been curtailed

Sources said the ministry has asked the UT officers to construct the flyover from near the railway overbridge in Hallomajra to the Government Medical College and Hospital roundabout on Dakshin Marg.

Officers in the ministry reportedly said there no need of other proposed components of the project — underpass at the Hallomajra chowk, elevated corridor with rotary at the Tribune roundabout and underpass at Purab Marg.

Now, it will comprise of just a 1.5 km flyover with an underpass at the Tribune roundabout. With this, the cost should come down to Rs 250 crore, the ministry told Chandigarh officers, adding that the flyover can be further extended after a few years according to the requirements. The entire project cost will be borne by the Union ministry.

A senior Chandigarh officer, who did not wish to be named, said the Mumbai-based consultant, STUP Consultants Pvt Ltd, will be asked to prepare the new plan according to the instructions of the Union ministry, which will be submitted within two weeks.

“Though we were expecting to start the construction in December this year, the project will now be delayed by another month,” he said.

Now, instead of December 2018, construction is expected to begin in January 2019. It is to be completed in two years thereafter.

Punjab government to construct 32 Railway Over Bridges, Vijay Inder Singla

Amritsar: The Punjab government has decided to construct 32 new railway over bridges (ROBs) and railway under bridges (ROBs) and railway under bridges (RUBs) across the state to ease traffic on roads. On Monday, department of Public Works (PWD) minister Vijay Inder Singla made the announcement while talking to media persons after the inauguration of Bhandari Bridge Loop here Monday. Singla said the RoBs/RUBs would be constructed within two years at an estimated cost of Rs 1,350 crore.

He claimed that Majha area of Punjab would be the biggest beneficiary of the scheme, with seven ROBs and RUBs coming up here at a cost of Rs 355 crore. There would be a Railway Over Bridge each in Amritsar, Tarn Taran, Dinanagar and Pathankot and RUB each at Sujanpur and Nalunga in Pathankot and at Tibri road Gurdaspur, he said.

“The projects are at various stages of planning and execution. Besides easing vehicular traffic, the ROBs on all manned and unmanned level crossings would eliminate the risk of accidents due to human error,” said Singla. Asked about the work on four-laning of Bhandari Bridge Loop, the minister said it had been constructed under Bus Rapid Transit System (BRTS) .

“This ROB has been designed and constructed to ease traffic on the existing Bhandari bridge, situated right in the heart of the city, and is the lifeline of BRTS project,” the minister said. He also laid the foundation stone of special repair work of Mudhal to Verka Canal section of Amritsar- Pathankot road and Vallah Railway Crossing to Amritsar Bypass stretch at a cost of Rs 1.75 crore and Rs 2.1 crore, respectively.

The minister made the announcement in the presence of his cabinet colleagues including local bodies minster Navjot Singh Sidhu, education minster O P Soni and MP Gurjit Aujla among others.

Chandigarh to get monorail very soon, Planning Started

After Union home minister Rajnath Singh cancelled the much waited metro rail project for Chandigarh in July last year, the Chandigarh administration is now planning to have Chandigarh monorail project as an alternative model of mass transport in the city.

monorail is a railway in which the track consists of a single rail.

The Intamin Transportation Limited which is based in Switzerland has purposed & given the complete presentation regarding constructing the monorail network in Chandigarh to senior UT officers last week.

According to this proposal, the Chandigarh Monorail project will first connect the tricity i.e., Chandigarh – Panchkula – Mohali. In the first phase of this project, only 20km network is proposed.

During the presentation, the company stated that monorail has the capacity to take 10,000 to 12,000 passengers per direction/hr. The cost of construction purposed for this monorail project is around Rs 2,500 crore, this means Rs 125 crore per km (approx).

Suniti Verma, Company’s representative, said that the monorail is the best environmentally friendly transportation system that runs on clean electrical energy.

Best for Chandigarh or Not ?

Verma further said, “The best part of this project is that its viable in the tricity, because of its light-weight track system that can be easily installed into the existing infrastructure of Chandigarh,”. The Company said the monorail can be operated both automatically and manually with a driver on board.

A senior UT officer, who did not wish to be named, said the company has given its presentation and now the administration is studying the proposal in detail.

“We will have another round of meeting before giving the project a go-ahead,” said the officer.

If and when the project is approved, a technical and engineering feasibility study of the routes will be conducted followed by development and submission of a business plan and detailed project report, said sources. While private players are expected to contribute 80% cost of the project, the remaining 20% will be borne by the Chandigarh administration.

Why no to metro

It was in July last year during the home minister’s advisory committee meeting in New Delhi that Rajnath Singh said no to the metro project in Chandigarh, calling it non-viable, and asked the officers to look for alternative modes of transport.

Even the Chandigarh officers admitted that at Rs 14,000 crore, the project is not financially feasible. Also,  Punjab & Haryana both had not given their consent in writing on this.

Kirron Kher, Member of parliament (MP), had already opposed the project stating that it would uproot the city. As a solution to traffic congestion, she had proposed a ring road.

Ludhiana : To check the quality of milk and milk products in the district, the Dairy Development Board is organising several camps, under the Mission Tandrust Punjab, in Ludhiana. Between June 5-July 14, 2018, the Dairy Development Board organised 18 different camps in different parts of Ludhiana district where milk samples were checked and the public was educated.

While providing information, Mr Dilbagh Singh Hans, Deputy Director, Dairy Development Board, informed that the department organises 8 village-level and two block-level awareness camps for public. He said that during these camps, a total of 550 samples were collected, out of which 340 samples passed while 210 samples failed (10-30 percent water found in milk).

He further informed that a block-level camp was organised at village Purain in which more than 120 people were educated about dairy farming. Similarly, several free milk testing camps were organised in different wards and villages of Ludhiana.

Mr Hans informed that the department also visits various schools, where the students are educated about the ways to check adulteration of milk. The experts from Guru Angad Dev Veterinary and Animal Sciences University, Ludhiana as well as from the Dairy Development Department educate the participants about various aspects of milk and milk products in detail. These experts educate the public about ways to check adulteration in milk and its products, Food Safety Act, Dairy Farming as well as about various schemes of Punjab government.

Mr Dilbagh Singh Hans informed that under the Mission Tandrust Punjab, the Dairy Department is committed for educating the public about the ways to check adulteration, supply of pure milk and its benefits. He appealed to the public that if they have any information about adulteration of milk or its products, they should immediately bring it to the notice of the department.

SC orders transfer of accused of Kathua rape case to Gurdaspur district Jail

Supreme Court on Monday ordered transfer of accused in Kathua gang rape and murder case from Kathua district jail to Gurdaspur district jail in Punjab citing exceptional circumstances. The apex court also directed J&K Police to file supplementary charge sheet in Kathua gangrape and murder case within eight weeks.

It modified its order and granted liberty to litigants of the case to move Punjab and Haryana HC if aggrieved of trial court orders.

Taking note of the threat perception, it has directed both the J&K  and Punjab state government to provide security to trial judge and Special Public Prosecutor of the case.

Crime Branch had filed a charge sheet against eight people including Sanjhi Ram, a retired revenue official and the alleged mastermind of the crime, his son Vishal Jangotra and his nephew who is a juvenile.

Other accused include Parvesh Kumar alias Mannu, Special Police Officers (SPOs) of Deepak Kumar Khajuria alias Deepu and Surinder Kumar, Sub Inspector of  Hira Nagar  police station Anand Dutta and head constable Tilak Raj.

According to the 15-page charge sheet of the Jammu and Kashmir’s Crime Branch, the girl from a minority nomadic community, who was kidnapped on January 10 this year, was allegedly raped in captivity in a small village temple in Kathua district.

She was kept sedated for four days before being bludgeoned to death. The rape and murder of the minor created massive outrage in the country.

There were also reportedly rallies supporting the accused in J&K which led to the resignation of two ministers from the erstwhile Mehbooba Mufti cabinet.
